Council seeks long-term Strategic Partner to drive inclusive growth across the borough

The Council is helping to deliver growth for Lewisham, by seeking a highly experienced Strategic Partner, to jointly lead the delivery of a residential-led development programme valued at up to £1.85 billion.
To ensure the successful and timely delivery of major schemes across the borough, the Council is seeking a partner, with a proven track record, to work collaboratively to unlock the housing potential of Council-owned land and support estate regeneration opportunities where viable.
The Strategic Partnership Agreement (SPA) will initially span 10 years, until 2036, with the option to extend for a further five years. The partnership will be central to our Building for Lewisham programme, supporting not only the delivery of approved affordable housing schemes but also the development of pipeline sites and associated business plans.
The initial focus will be on two key major schemes: Catford’s Thomas’ Lane Yard (planning approved in April 2025) and the Achilles Street estate regeneration in New Cross (planning submitted in August 2025).
The detailed tendering process opened in late August, and bids for initial shortlisting will close at 12pm on Monday 22 September 2025. Find out more and apply to become the Council’s Strategic Partner.
To confirm the appointment of the successful tenderer, the selected partner will be presented to the Mayor and Cabinet for approval in mid-2026.
