£3 Billion Constructing West Midlands Framework Formally Established, Encouraging ‘Collaboration and Cooperation’ in the Region
The new Constructing West Midlands 3 (CWM3) framework has been unveiled, with 20 partners appointed to three lots worth £3 billion.
CWM3 is a publicly owned and managed framework, which will deliver general construction and building services work across a wide range of projects in the West Midlands.
On Tuesday October 6th, each of the partners joining the framework attended a charter signing ceremony to celebrate the agreement.
The CWM3 Framework Charter commits partners to creating lasting public value through integrity, collaboration and the responsible stewardship of public funds. By signing the charter, partners agreed to eight commitments of: Integrity; Collaboration; Transparency; Excellence; Public Value; Social Impact; Sustainability; and Innovation.
The Constructing West Midlands framework has been split into three lots each with differentiating factors.
Eight partners were appointed to the Minor Works Lot, which will consist of work generally costing between £250,000 and £5,000,000. The Minor Works Lot has a total value of £700 million.
Six additional partners were appointed to the Medium Works Lot for work costing between £2,000,000 and £15,000,000. The Medium Works Lot has a total value of £1 billion.
A further six partners were brought onto the Major Works Lot costing more than £10,000,000. The Major Works Lot has a total value of £1.3 billion.

The commissioning authority for CWM3 is Acivico, a multidisciplinary consultancy wholly owned by Birmingham City Council. Acivico provides trusted building consultancy, end‑to‑end construction, and built‑environment design services for some of the most significant public and private sector projects.
The framework will comply with all mandatory requirements set out in the National Association of Construction Frameworks (NACF) Regional Framework Accreditation Attributes and will be focused on collaboration, partnership and enhancing social value and community in the West Midlands.
