Dominus appoints HG Construction as main contractor at 65 Fleet Street

HG Construction has been appointed as the main contractor on a new student accommodation led scheme at 65 Fleet Street, being developed by Dominus in partnership with Cheyne Capital.

The appointment follows Dominus and Cheyne Capital’s joint venture securing £250 million of development financing from Standard Chartered for the scheme.

The 370,000 sq ft (Gross Internal Area), 13-storey scheme will deliver 875 student rooms, alongside extensive social, study and wellbeing spaces including private dining rooms, gym and wellness facilities. The site was formerly an underused office building, which is being retrofitted and transformed into high quality student accommodation.

65 Fleet Street is also home to the Grade II listed Tipperary pub – London’s oldest Irish pub, which will be sensitively refurbished, enhanced and reopened. The scheme will also create improved public viewing access to Grade II-listed Whitefriars Crypt, the last remaining structure of the 13th-century Whitefriars Monastery.

HG Construction will leverage its self‑delivery capabilities throughout the scheme, including the use of offsite‑manufactured bathroom pods and in‑house M&E services, securing programme, environmental and quality benefits. The development is targeting BREEAM Outstanding and CRREM alignment.

Construction is now underway with the scheme due to complete in summer 2028 and be open to students for the 2028/29 academic year.

Anupriya Rajpal, Development Director at Dominus said:

“65 Fleet Street exemplifies our commitment to setting a new benchmark for sustainable student living in the City of London, maximising the benefits that the scheme delivers for both its future residents and the local area. With construction now underway, we look forward to working with HG Construction and our partners to deliver a landmark 875-bed scheme on one of London’s most historic streets.”

Adam Quinn, CEO, HG Construction commented:
“This scheme presents an exciting opportunity to breathe new life into an iconic London address – significantly boosting the student accommodation offering in the area while introducing new and enhanced cultural attractions for the wider public. HG Construction has a strong track record in delivering complex ‘cut and carve’ schemes, taking a sensitive and meticulous approach to restoring buildings of historical significance and transforming them into inspiring spaces for future use. This experience, coupled with our expertise in managing logistically challenging schemes with a tight footprint, places us in the ideal position to successfully navigate the intricacies of this project. This is our second scheme with Dominus, and we look forward to continuing our successful collaboration, working together to maximise employment, apprenticeships and wider social value opportunities around this unique development.”
